What Is a CMR Consignment Note? The Key Document in International Road Transport
The CMR consignment note is the mandatory document for international road freight. It sets out the rights and obligations of all parties — here is why it matters.

If you are moving household goods by truck from Turkey to Europe, you will hear the term CMR. But what exactly is it, and why is this piece of paper so important?
What Is the CMR Consignment Note?
CMR stands for Convention on the Contract for the International Carriage of Goods by Road — a 1956 Geneva treaty that governs road freight between signatory countries. The CMR consignment note is the standardised document required for every cross-border road transport between member states. Turkey, Germany, France, the Netherlands, and most other European countries are all signatories.
What Does a CMR Note Document?
- Names and addresses of the sender and recipient
- Loading location and delivery address
- Description, quantity, and weight of the goods
- Carrier details and signature
- Delivery date and any special instructions
- Declared value of the goods (basis for insurance and liability)
Why Does the CMR Matter?
The CMR consignment note creates legal clarity for all parties — sender, carrier, and recipient. If damage occurs during transit, the document establishes in what condition and under whose responsibility the goods were handed over. Without a CMR, the transport is incomplete from a customs standpoint, and liability claims are extremely difficult to enforce.
Avrupaya prepares the CMR consignment note for all international road shipments. Our customers do not need to handle this document themselves — all transport and customs paperwork is prepared and managed by Avrupaya from start to finish.

Frequently asked questions
Is a CMR note legally required?
Yes. For cross-border road transport between CMR signatory states it is mandatory. Without it, the shipment is legally and customs-wise incomplete.
Who issues the CMR consignment note?
The carrier issues the CMR note. For all Avrupaya international road shipments, we prepare it — customers do not need to handle this themselves.
How is the CMR used when there is damage?
If the recipient notices damage at delivery, they note their objection in writing on the CMR document. That written record forms the legal basis for any liability or insurance claim.
Does the CMR apply to air or sea transport?
No. The CMR consignment note is specific to international road transport. Air and sea freight have their own separate transport documents.
Does CMR apply to shipments from Turkey?
Yes. Turkey is a signatory to the CMR Convention, so a CMR note is required for all road shipments to European countries.
