Moving to the EU with Pets: The Pet Passport Explained

Planning to bring your cat or dog when moving from Turkey to Europe? Here is what you need to know about microchips, rabies vaccinations, and health certificates.

Moving to the EU with Pets: The Pet Passport Explained

Traveling to the EU with pets when relocating from Turkey is entirely doable — but the paperwork has strict deadlines that catch many people off guard. Miss one step and your pet could face quarantine at the border. Avrupaya manages your entire move door to door and helps you keep track of every requirement along the way.

Step 1: The Microchip — Non-Negotiable

All dogs, cats, and ferrets must be fitted with an ISO-compliant 15-digit microchip (ISO 11784/11785) before entering the EU. Critically, the chip must be inserted before the rabies vaccination is given. If the order is reversed, authorities will consider the vaccination invalid and you will need to start over.

Rabies Vaccination and the 21-Day Wait

Once your pet is chipped, a licensed vet must administer an approved rabies vaccine. After that, EU regulations require a mandatory 21-day waiting period before your pet can enter any EU country. Factor this into your moving timeline — it cannot be skipped or shortened.

  • ISO-compliant microchip (must be done before vaccination)
  • Approved rabies vaccination (21-day wait applies after)
  • EU Animal Health Certificate (AHC) issued by an official vet
  • Parasite treatment if required by your destination country (especially dogs)
  • Veterinary health check (no more than 10 days before travel)

EU Pet Passport vs. Animal Health Certificate

Because Turkey is not an EU member state, an official EU pet passport cannot be issued there. Instead, you need an Animal Health Certificate (AHC) issued by an official veterinarian accredited by the Turkish Ministry of Agriculture. Requirements can vary slightly by destination country, so always verify with the relevant authority in your new home country.

Time Your Preparation: Allow 4–6 Weeks Minimum

When you add up microchipping, vaccination, the 21-day waiting period, and the health certificate, the whole process takes four to six weeks at a minimum. Map out the timeline with your vet early. Avrupaya will schedule your household move to align with these dates wherever possible.

Frequently asked questions

Can my pet travel in the moving truck?

Avrupaya does not transport live animals in its moving vehicles. Your pet will need to travel by plane or in your own vehicle. We are happy to guide you through the documentation requirements regardless.

Do the rules differ between EU countries?

The core requirements are the same across the EU, but individual countries may add extra conditions — for example, tapeworm treatment for dogs entering certain countries. Always check your destination country's specific rules.

Who can issue the Animal Health Certificate?

Only official veterinarians accredited by the Turkish Ministry of Agriculture are authorised to issue the AHC. A regular private vet cannot provide this document.

Do the same rules apply to cats?

Yes — dogs, cats, and ferrets are all subject to the same EU entry requirements. Different regulations apply to rodents, birds, and exotic animals.

Is there any way to shorten the 21-day waiting period?

No. EU law is firm on this point. Pets vaccinated less than 21 days before entry will be refused or placed in quarantine at the border, regardless of other circumstances.
